Find the restricted zone in the northeastern settlement. Focus on the first target by heading to the top of the northern buildings and executing an air assassination on the first enemy under you. Quickly head to the other scared target who just ran off quickly. Just chase him and he will be cornered on the docks. Kill him once that happens.

* Rewards: 1000 + 500 if stayed out of combat

Go to Annoto Bay for this contract, for reference it is situated east of Long Bay. Head to the shipwreck here, then dive down. Down below, go the underwater cave. Head forward until reaching the ladder, then go atop here. Keep swimming and following the shaft, avoiding the sharks, while still going for air pockets and opening treasure chests. Swim down the hallway to and exit the tunnel on the right. Atop the ladder, get out and arrive at dry land, then swim underwater again. Focus on stealth swimming and reach a treasure room filled with items and Reales. Once done looting and collecting all collectibles in the area, go up the ladder and head north to exit out in the ocean and reach the Jackdaw.
