In Pokemon Ruby, rocks can be smashed by using the move "Rock Smash", which is HM (hidden machine) 06.
Hm 06 is given to you from a man in Mauville City.
Just visit the house to the right of the Pokemart.
The man inside will give it to you as a gift. Then, select it in your Bag, teach it to a Pokemon that can learn it, and return to the rock you want to smash.
Press A, and go through the dialogue to smash it.
